WorldCat Policy Revision Draws Librarians' Ire

CLC's proposed "Policy for Use andTransfer of WorldCat Records," releasedNovember 2 and revised November 5and 19, was greeted with a host of criticalblog postings and two online petitions opposing it. Among the provisions that disturbed commentatorswere: the "reasonable use" clause, viewed as restrictingtheir rights to use records, even ones that they them-selves added; the WorldCat Record Use Form, also viewedas an attempt to restrict use by requiring OCLC permis-sion; the requirement in the first release that each recordcarry notification denoting WorldCat as the source andmaking the record subject to the policy (later downgradedto a recommendation); and the perceived lack of open-ness in the policy's development process.
