BMI View: Mexico's second international bidding round has proved much more successful than its frst, pointing to signifcant upside risk to our forecast for the country's declining output. Nonetheless, daunting challenges remain ahead for the industry, and lessons must be drawn from the failures of the frst two rounds to lure IOCs into the country's highly prospective acreage.
