A heavy rainfall caused flood disasters of the Kani River, Gifu prefecture, Japan, in July 15th 2010. A rain gauge at "Mitake"observed 76 mm/hr, which is No.1 record, and 161 mm/ 3 hr. River water inundated onto a lower terrace surface across no-dike bank, and flowed into an underpass road with flashing many cars including several drivers away (1 dead, 2 missing). Management of this kind of underpass to prevent disasters is also focused not only flood prevention. In upstream reach, a levee breach also occurred and make 29 houses under water. A water level gauge which is important for flood prevention activities was stopped by a thunder and vulnerability of monitoring system was recognized.
