中小規模の災害対応組織の活動過程に対する体系的な記録手法の提案一東日本大震災における七ケ浜田丁ボランティアセンターの災害対応を例にして一

It is important to make After Action Report (AAR) and to share outside and inside of affected area for effective response in the next disaster. However, small and midsized organizations in disaster response, such as volunteer center have a difficulty to make AAR because of lacking to time and financial and human resources. We aim to propose a method to make effectively AAR for small and midsized organizations. We have conducted AAR making workshop in Shichigahama town Volunteer Center which have responded in the 2011 Great East Japan disaster in Miyagi prefecture. In order to decide what should be described in AAR, total of 4 workshops with project members were held. Comparing to AAR written by other volunteer center activities, we found that main characteristics of AAR written by Shichigahama town Volunteer Center are as follows:1)Trainings before the disaster as a basis for the establishment of Volunteer Center, 2) Needs which Volunteer Center could not respond to, and 3) Various and continuous supports beyond emergency phase.
