This paper describes a cooperative technique in heterogeneous domains for allocating the fiber route in an Optical Access Network (OAN). There is an Intra-office Optical Distribution Network (I-ODN) in an OAN. The equipment configuration in an I-ODN has one characteristic that improves cost efficiency. This is enabled by changing the position of the splitter with increasing demand for the Passive Double Star (PDS) service. However, with such an equipment configuration we have to do more allocations than with a conventional one. Conventional cooperative techniques also do not take such cost efficient equipment configurations into consideration. We first explain the configuration of an OAN and an Operation Support System for allocation. We then explain the results we obtained in comparing cost efficiency and total allocation time with each type. We then identify current issues with the conventional cooperative technique and propose a new cooperative technique that makes it is possible to shorten total allocation time. Finally, we prove the effect of the proposed cooperative technique through simulation, i.e., it can shorten the total allocation time by 29% compared with the conventional.
