摘要

The evaluation of the efficiency of various aspects of transit operations is a key issue in the allocation of limited subsidies/resources to sustain the development of a public transport system and improve its performance. The conventional robust multi-criteria evaluation models cannot deal with hybrid type indicators that include issues such as language,service interval,random information,etc., and ignore influence of the determination and uncertainty of each indicator on the results of uncertainty evaluation. The proposed model uses a 'set pairs' analysis theory to evaluate the operational efficiency of the transit service by integrating 21 hybrid-type indicators related to traffic safety, facilities construction, transportation operation and service, etc.,in five areas.The relationships between the uncertainty of these evaluation indicators and the threshold changes in the ranking of bus system efficiency are revealed. Case studies performed in nine cities in China showed that the evaluation value of bus system efficiency for each city was uncertain, and that bus system efficiency ranking is related to the degree of contact, which reflects the influences of the determination and uncertainty of the indicators.The Shapingba city bus system always was observed to be the most efficient, and the Nan'an and Yuzhong city bus system efficiencies were the least and next to least efficient, respectively.The bus system efficiency rank of several other cities,such as Yubei and Jiulongpo, was observed to change as the degree of contact fluctuated over time.
