The Nigerian government's decision to cut funding for an amnesty programme for militants in the Niger Delta along with the president's anti-corruption drive are being blamed for the resurgence in attacks on oil installations and pipelines. Operators evacuated some workers from the Niger Delta following last week's attack on Chevron's shallow water Okan facilities in OML 49 which shut in 35,000 b/d. The current attacks echo a similar wave of violence between 2006 and 2009, which ended after militants accepted an amnesty from late-President Umaru Musa Yar'Adua, disarming in exchange for cash payments. The militants have been frustrated by current President Muhammadu Buhari's decision to scale back the allowances.
