Doubts are being expressed over the Nigerian petroleum minister's claim that almost all of its joint venture partners have agreed to an alternative funding arrangement. The government and foreign oil companies have been locked in negotiations in Abuja and London in recent months in order to try and solve the long-standing problem of the US $5 Bn of arrears for the government's share of costs. The hope is that any deal would help resurrect spending in the upstream.
