Shell is inching closer to getting the go-ahead for exploration on four blocks off Tanzania after signing a memorandum of understanding with the government of the island of Zanzibar. The European major submitted an application for Blocks 9-12 off Zanzibar in northern Tanzania bordering Kenya, back in 2002. However, a dispute between semi-autonomous island Zanzibar and its mainland rulers over revenue sharing has prevented the final award of the blocks in a region which is now obviously a hot spot.
