Kremlin Order for Jet Subsidies Provides Relief for Russian Airlines

Russian President Vladimir Putin has stepped into the fray to rescue beleaguered airlines and air travelers by authoriz- ing a change in the fiscal regime so that airline passengers have the same protection from price spikes as motorists. According to the finance ministry, the current proposal boils down to paying refiners a negative excise tax whenever domestic jet fuel prices reach 48,300 rubles ($768) per metric ton. Measures now under discussion are due to take effect on Aug. 1 (JFI Jul.1’19).
