The paper reports what happened at a refugee camp in South Kivu and in the Kahuzi-Biega National Park during the civil war (in Rwanda) and their status in August 1998 on the basis of a field assessment and interviews with inhabitants and park guards(in the Democratic Republic of Congo). In addition, it deals with the Nyungwe Forest Reserve in Rwanda, which was almost protected during the Rwandan civil war. It also examines the apprehension of Biswas and Tortajada-Quiroz regarding the effect of unplanned site selection of refugee camps, and discusses why the status of the two conservation areas of Democratic Republic of Congo and Rwanda are quite different, despite both having experienced civil war.
