On the topic of TiO2 manufacturing technology, Mr Tan said: "Twenty years ago, everyone was discussing whether the sulfate process for making TiO2 was going to be eliminated. The Chinese Government openly declared that it wanted to phase out sulfate TiO2 plants and would encourage investment in chloride TiO2. Today, China's total TiO2 pigment capacity is more than 3 million t.p.a. and most of that is represented by sulfate-route plants. Because of a lack of access to complex chloride-route process technology, companies who wanted to enter or expand in this industry were more or less obliged to install sulfate-route capacity.
