T he integrity of the Washington- based Cosmetic Ingredient Review, including the objectivity of its Ex- pert Panel, has come under attack in re- cent years. The CIR program has long been sub- ject to criticism due to its industry fund- ing base and governance, but NGOs have stepped up eforts to discredit CIR as Congress contemplates the organization’s potential future role within a modernized oversight framework for cosmetics.
