Personal-care industry members are working closely with the California Air Resources Board (CARB) as it explores lower limits on volatile organic compounds (VOCs) in personal-care products sold in the state. With formal rulemaking expected in 2020, the initiative stands to have a sig- nifcant impact on personal-care manu- facturers, who may need to reformulate targeted products to continue selling them in the state without incurring pen- alties as high as $50,000 per day.
