In the constantly changing budget landscape; evolution of the threat; and rapid pace of technological innovations, how does a test and evaluation Command such as the Army Test and Evaluation Command (ATEC) ensure its workforce competencies, skills, experience, and knowledge align with the Army's priority of Readiness? The answer is a deliberate planning and execution process of the ATEC Human Capital Strategic Plan and implementation of the former ATEC Commanding General's philosophy of Attraction - Attention - Advancement/Achievement. In an era of budget decline, it is not atypical for an organization to preserve the most precious priority of protecting pay and salary along with other competing priorities at the expense of training and workforce development. ATEC has not taken this approach and, in fact, has developed a strategy to ensure the 5,000 strong T&E workforce is prepared to execute its mission of supporting Soldiers, Sailors, Marines, Coast Guard, and Airmen in the unforgiving crucible of the battlefield of today and tomorrow.
