Structure Analysis of Performance for Chinese Regional Environmental Protection Institutional System Based on G-TODIM Method

Chinese environmental and economic factors vary from one region to another, which leads to the result that the operational performance of environmental protection institutional system (EPIS) remains to be improved according to the regional features. This paper analyzes the internal performance structure of Chinese regional EPIS so as to optimize the operation of system. First, the constitution and operational mechanism of Chinese EPIS is investigated with considering the coordination development of each subsystem. Then, A grey TODIM (G-TODIM) method is proposed not only to evaluate the operational performance of Chinese regional EPIS but also to quantify the influence of internal systemic factors on operational performance. The last empirical analysis of 30 Chinese provinces shows that the completeness and operational performance of Chinese EPIS decrease from east to west, showing a significant decrease in regional gradient. The Chinese provinces could be divided into three category of institutional modes according to the contribution rate of each factor to comprehensive performance, and the optimization suggestions of Chinese regional EPIS are proposed correspondingly.
