Huge 2019 RCP import quota issues in December lead to China price drop

China's issuance of large-th an-expected 2019 recovered paper (RCP) import permits last month has not exactly motivated big purchases for grade in the country. On the contrary, it has given Chinese mills hreathingroom, allowing them to pace themselves in price talks with sellers as getting import tonnage becomes less a priority. The Chinese government has released a total of 5.47 million tonnes of licences in its first two batches for this year (see article on page 1).
