India failed to attract any majors or independents to its tenth upstream bidding round, ofered under its new Hydrocarbon Exploration and Licensing Policy (Help). State-run companies and private-sector conglomerate Vedanta Resources dominated the process. The government received 110 bids for 55 blocks - Vedanta’s Cairn India unit presented submissions for all the assets, while state-controlled ONGC bid for 37. Other participants at the sale included refners IOC and Bharat Petroleum and natural gas distributor Gail.
