Academic scrutiny has recently turned on paymentsfor environmental services (PES). In the EuropeanUnion (EU), they are embedded in agri-environmentalprogrammes, which have been an important componentof the Common Agricultural Policy (CAP)ever since its fundamental reform of 1992. Althoughagri-environmental programmes amount to just aboutone-tenth of the EU’s main agricultural expenditures(the ‘first pillar’ of the CAP), they do exert substantialinfluence. For instance, during recent years theyincluded some 25% of Germany’s agricultural acreage.
