The London Borough of Richmond has asked its contractor to recruit extra civil enforcement officers (CEOs) to ensure compliance with parking and anti-idling rules. Parking operator Saba's parking enforcement contract started on 1 April. The new contract was designed to replicate the enforcement coverage of the previous contract, but deliver efficiencies using an automatic number plate recognition (ANPR) spotter vehicle. As a result in the new contract the number of CEOs deployed in the contract was reduced from 28 to 20. This was reflected in the contract price.
