Mixed outlook: Shaped by abundance forecasts that are similar to last year's, the West Coast's ocean salmon seasons will show limited improvement.The Pacific Fishery Management Council released ocean salmon forecasts and season alternatives in early March and was set to finalize the 2019 seasons at its mid-April meeting.
