Between the trade war and the new coronavirus, USDA payments to farmers will set a record this year, easily topping $30 billion, double the usual amount, with additional billions within reach. At least 36% of farm income will be cash from USDA, highest since 41% in 2001, says the FAPRI think tank, based on conditions in early June. USDA can gain access to $14 billion as early as this month by sending a financial report to Congress "so USDA could announce another program if it chooses to," says FAPRIDirector Pat Westhoff.
