Leaked paper reveals details of P2 CAP reform

New-look LFA payments, obligatory agri-environment measures and regional sub-programmes targeted at smallholders or young farmers are set to feature in future Rural Development policy, it emerged this week. A leaked draft paper, seen by Agra Europe, fleshes out Commission plans for restructuring Pillar Two of the CAP around core EU priorities, rather than the three axes under which funds are currently divvied up. The entirety of the CAP is set for an overhaul in the post-2013 period, although the Commissions initial CAP reform ideas paper disclosed little detail for P2, while highlighting major changes in the way direct payments would be allocated.
