CAP reform proposals offer new deal for EU farmers

The European Commission has described its package of legislation for EU farm policy post-2013 as "a new partnership between Europe and its farmers." EU farm Commissioner Dacian Ciolos presented MEPs and journalists with what he said was a "deep and ambitious reform that is politically viable." The plans include proposals to make 30% of direct payments conditional on respect of key environmental measures, and capping aids for large-scale recipients at staggered rates above EUR 150 000.
