England to transfer initial 12% from CAP Pillar One to Pillar Two

The UK government has announced some of its CAP reform implementation plans for England, notably that 12% of its direct payment envelope will be transferred to rural development, down from the planned 15%. Yet the Pillar One (PI) to Pillar Two (P2) transfer could rise to 15% in 2018, with the UK's environment, food and rural affairs ministry (Defra) to review the demand for P2 schemes and the competitiveness of English farming in 2016. Defra's initial plan was for a P1-P2 transfer of 15%, the maximum share allowed under the 2014-2020 CAP reform deal. All member states can alternatively shift up to 15% from P2 to PI in 2014-2020, to boost direct payments.
