Russia seems to be making a play for control of Middle Eastern influence and oil. Russia and Syria signed an agreement to restore Syria's essentially destroyed oil and gas infrastructure. In exchange, Russia has been given exclusive right to explore, develop and produce Syrian oil and gas, which it will have to sell in Russia since there is an international ban on trade with the Assad regime. This will lower Russian consumer prices and increase Putin's popularity at home.
