Commentary by Jennifer Clegg on 'Regulating the Quality of Health and Social Care Services in England: Lessons for Australia: Keynote Address at the 2015 Australasian Society for Intellectual Disability National Conference' (Behan, Beebbee, &Dodds(2016)

The Care Quality Commission's annual report described their purpose: "We make sure health and social care services provide people with safe, effective, compassionate, high-quality care and we encourage care services to improve" (Care Quality Commission, 2015, p. 1). An alternative description of the Care Quality Commission (Savage, 2016) is that it is expensive, unwieldy, and unable to prevent disasters. It is certainly expensive and large, and, despite a decade of intellectual disability audits by the Care Quality Commission and its predecessor organisation, audits were unable to prevent the scandal at Winterbourne View Hospital. Behan, Beebee, and Dodds' (2016) account touched on criticisms of the Care Quality Commission's process and described changes made in the three years that Behan has chaired it. However, it offered no reflection about whether any system is able to prevent the types of scandals that have recurred in services for people with intellectual disabilities across time and nations (Clegg & Jones, 2015; Gleeson, 2010; Thomson, 1998; Trent, 1994).
