Aplicacion de la legislacion de prevencion y control integrados de la contaminacion en Galicia: Autorizacion Ambiental Integrada

The policy for the integrated pollution prevention and control, formulated by the European Union within the framework of the Fifth Program for the Environment through Directive 96/61/EC, produced a number of practical consequences on how to tackle the environmental issues both for the industrial installations affected and for the Administration responsible. The European Directive, transposed to the Spanish legal establishment by Law 16/2002, sets that all installations included within the sectors selected must possess the Integrated Environmental Permit (AAI). For this purpose, a rather complex administrative procedure integrating all existing to date had to be designed and implemented. The present paper summarizes the way the application of the policy for integrated prevention and pollution control has been put into operation in Galicia, with special emphasis on the various requirements of the new procedure, the stages and finally the approval of the corresponding integrated environmental Permit.
