India's plans for a gas trading exchange to help with global price discovery are in disarray.The centerpiece of ambitious government reforms designed to encourage gas use,the hub missed its December commissioning deadline,and Oil Minister Dharmendra Pradhan told parliament that no new timetable has been set because of the "administrative,legal and operational issues involved."
