NGTL Tariff Sparks Fight Between Producers,End-Users

It’s difficult to identify winners and losers in the fierce fight over a controversial tariff change on the Nova Gas Transmission Ltd.(NGTL)system.Supporters-mostly producers who forced TC Energy’s capitulation-will see a loosening of price-dampening constraints on interruptible capacity(NGW Sep.2’19).Detractors-mainly large industrial users-fear it will create unfair gas price increases for them and their customers.TC Energy asked for the change in late August,which allows it to flow interruptible capacity on the NGTL system in event of maintenance-related constraints rather than only allowing firm gas to flow.The reason: firm capacity can’t be used to move gas into storage,and interruptible flows are essential to moving gas to the system’s eastern export gate.
