While both the Hazard Communication Standard (HazCom or HCS) and Worker Protection Standard (WPS) require annual training and recordkeeping, there are differences between the two. HCS is regulated by Occupational Safety & Health Administration (OSHA)and focuses on the way in which communication is to be disseminated to employees. The WPS is regulated by the Environmental Protection Agency (EPA) and addresses specific requirements and protections for pesticide workers and handlers. Companies can be cited for failing to adhere to both.
