THE SCRAP Metal Dealers Act 2013 came into force on 1 October 2013 for England and Wales, and replaces the Scrap Metal Dealers Act 1964 and the Legal Aid, Sentencing and Punishment of Offenders (LASPO) Act 2012. The changes aimed to remove the rewards that make metal theft such a low-risk criminal enterprise for metal thieves and unscrupulous dealers. It is an offence to pay for scrap metal in cash - only electronic payment or payment by cheque is permitted.
