This pap er sta rts by I describing the classical H L J B i model of development of m anufacturing technology for commodity metal, materials and chemicals; and applies it to the progression of aluminium production technology in India. Starting with total outsourcing of the Hall-Heroult process, Indian aluminium producers, seem to have gone through the stages of tech n olog y a ssim ila tio n , duplication, tinkering, coupled with institutional projects to develop a deeper understanding of the technology. We also have indigenised some non-critical components of the technology; but still heavily depend on the western technology owners for the core. Some exam ples of developing design capabilities in the core p ro cess can be seen in the areas non-critical to the plant.
