President Donald Trump's decision on March 23, 2017, to issue a presidential permit to build the Keystone XL pipeline, which President Barack Obama had denied in November 2015, brought Nebraska back into the picture. Nebraska remains the only state along the route that has not definitively given approval to build the underground pipeline through it. Nebraska's previous gubernatorial approval of the pipeline route in 2013 was challenged in court and became moot with President Obama's denial. See Vol. XXXII, No. 4 (2015) of this Newsletter.
