Rockies Express Pipeline LLC (RP20-822) on April 29, filed a petition for a declaratory order (DO) seeking a finding that the Commission has concurrent jurisdiction with U.S. Bankruptcy Courts under Natural Gas Act (NGA) Sections 4 and 5 with respect to Rockies Express’ negotiated rate firm transportation service agreement (FTSA) with Ultra Resources, Inc.
