Natural Gas Suppliers Support PJM Performance Proposal at FERC as Positive Step to Help Reliability of Gas-Fired Generators

In comments filed this week, the Natural Gas Supply Association (NGSA) urged FERC to approve a proposal from PJM Interconnection, LLC (ER15-623) to modify the organized electricity market’s capacity market design in order to promote greater fuel reliability. That concept, designated as a Capacity Resource Performance provision, is prescribed by PJM to provide energy and reserves when called upon during emergencies. The Capacity Resource Performance provision will, according to NGSA, hold all types of generation to the same standard of performance and will be subject to the same rate, with very limited excuses. Compensation would not be dependent on which technology or fuel source is used; it would depend solely on whether the generator is capable of meeting its performance obligation. NGSA believes such a fuel-neutral mechanism is beneficial because, if resources are treated differently the fundamental market-based concept would be compromised and could hamper the price signals needed to achieve the intended market behaviors.
