ANR Pipeline’s Latest Deferred Transportation Cost Adjustment Tracker (2015) Triggers Protests over Unresolved Disputes in Previous Years Stemming from Contract Changes Executed with Affiliate Great Lakes Transmission

Various customers of ANR Pipeline Co. (RP15-785) joined in protests to the pipeline company’s March 31 filing with FERC of a primary and alternative revised tariff language to adjust its rates to comply with the so-called Deferred Transportation Cost Adjustment (DTCA) provisions. ANR proposes an effective date of May 1. The issue for the customers is the primary tariff option proposal that includes costs associated with a contract with its affiliate pipeline Great Lakes Transmission Co. (Contract No. FT 17593) and costs associated with ANR’s proposed conversions of its Rate Schedules T-8, T-9 and T-10 (T Agreements) to part 284 open access service. The total DTCA proposed in ANR’s primary case amounts to $46.5 million over and above the $40.7 million base trackable amount.
