The Trump administration plan to alter the Renewable Fuel Standard and improve the Renewable Identification Numbers (RIN) market will harm consumers with higher fuel costs and will not address the underlying flaws of the RFS, the American Petroleum Institute (API) said February 26. API released a study by law firm Covington & Burling LLP that analyzed the RIN market history, price volatility, the government mandate for biofuels within the RFS, compliance obligations, and comparisons with other markets for environmental credits. The study examines the proposals under consideration by the Environmental Protection Agency after President Donald Trump in October 2018 announced plans to expand sales of E15 and directed EPA to consider RIN market reforms to increase transparency.
