The Security and Prosperity Partnership of North America (SPP) was launched in March 2005 as a trilateral effort to increase security and enhance prosperity among the U.S.,Canada and Mexico through greater cooperation and information sharing.The premise of the trilateral initiative is that security and economic prosperity are mutually reinforcing.One of the areas of cooperation under the SPP is chemicals management.An unstated objective seems to be offering an alternative approach to the European Union's REACH program for the registration and management of chemicals.
