The UK is a mature market in relation to lubricants. The main trend has been for the "majors" to move out of the refining sector. In fact, many have now moved out of extraction and instead are focusing on exploration and drilling. The upstream is where it is at in terms of chasing profits. Hence, operators now run most of the rigs in the North Sea while the refineries have been taken over by operators such as India's Essar in the case of Shell, which has even closed its R&D center in England and moved their focus to Germany. All of this has had quite an impact on the market.
