The SHERA session at this year's Annual Meeting had two speakers. The first was Mike Morris, an Air Quality Specialist for the California South Coast Air Quality District (AQMD). Morris presented the background information and purpose of Rule 1144 for Metal Working Fluids and Direct-Contact Lubricants. The basic purpose was to reduce VOC emissions, establish a method to determine VOC content for metalworking fluids, minimize impacts on industry and prohibit sale of non-compliant materials. ASTM El 868-10 was established as the method to measure VOC content for metal working fluids. The limits based on this new ruling will be effective beginning January 2012. This method was developed due to the collaboration of members of the SHER committee with Morris and the AQMD.
