OSHA Urges Reforms of State Programs

The Occupational Safety and Health Administration, following an evaluation of state occupational safety and health plans, said last month that many fail to meet federal benchmarks for enforcement, standard setting, classification of hazards, recordkeeping, and other issues. State-approved plans substitute for the federal OSHA standards. The Agency said it will consider taking over Hawaii's state-run worker safety program if the state does not come up with a reasonable strategy for improvement.
