On Nov. 19, after long and protracted debates, tentative agreement was reached on ILSAC GF-5, a new specification for passenger car engine oils. An API (American Petroleum Institute) Lubricants Committee ballot was issued the same day and was due back with any comments no later than Dec. 19.
