Barge access to Louisiana refineries delayed

Barges carrying crude oil to two major refineries in Lake Charles, Louisiana, are being delayed because of closures at a key Louisiana lock. The Calcasieu lock is located on the Gulf Intracoastal Waterway about 10 miles south of Lake Charles. Two large area refineries - Citgo's 425,000 b/d refinery in Lake Charles and Phillips 66's 252,000 b/d Westlake refinery - get marine access to the Gulf of Mexico by way of the Calcasieu Ship Channel.
