Iran plans new refinery in Syria

A consortium of Iranian, Venezuelan and Syrian frms plans to build a 140,000 b/d refinery in the Syrian city of Homs, accord- ing to Ripi, research and development arm of Iran’s state-run NIOC. The refinery will be built in two 70,000 b/d phases. Iran will design the plant and contribute construction equipment. The country has around 250,000 b/d of refining capacity, but half is off line because of infrastructure damage from the Syr- ian civil war that began in 2011.
