State-owned Saudi Aramco is lobbying government offcials in China for permission to expand its downstream footprint in Fujian province, in the southeast, and Yunnan, in the south- west. Aramco is pursuing efforts to purchase a stake in 260,000 b/d Anning refinery in Yunnan, which is owned by PetroChina and is on the verge of commercial start-up, the company says. “We view the investment in the Anning refinery as a strategic investment,” Aramco Asia chief executive Nabil al-Nuaim said at a meeting with Yunnan vice-governor Dong Hua, during which al-Nuaim outlined Aramco’s downstream objectives.
