New petroleum coke regulations passed by the Detroit City Council are unlikely to have much of an effect on the market, as the city had already required terminal operators to remove coke stockpiles in 2013. Council members passed an ordinance requiring petroleum coke to be enclosed when handled, transported and stored in a 7-2 vote last week. Councilwoman Raquel Castaneda-Lopez had been pushing for offcial regulations on stockpiles since controversy erupted four years ago over coke from Marathon Petroleum’s 120,000 b/d Detroit refnery.
