EPA Issues New SNUR for Short-Chain Chlorinated Paraffins

The Environmental Protection Agency (EPA) issued a final rule at the end of December 2014, adding to its Toxic Substances Control Act (TSCA) regulations a Significant New Use Rule (SNUR) for alkanes, C12-13, chloro (short-chain chlorinated paraffins). The Agency also added nine benzidine-based chemical substances to the existing SNUR on benzidine-based chemical substances, and made inapplicable to all benzidine-based chemical substances the exemption relating to persons that import or process substances as part of an article. The final EPA rule also includes a SNUR for di-n-pentyl phthalate (DnPP). A SNUR requires persons who intend to manufacture, import or process existing chemical substances for an activity that is designated as a "significant new use" to notify EPA at least 90 days before commencing such manufacture or processing.
