The U.S. and Mexico are trying to finalize transition times to implement new auto rules of origin in the North American Free Trade Agreement after negotiating teams closed gaps in related areas, government sources close to the talks told Inside U.S. Trade. The sources said the U.S. and Mexico were close to agreement on a regional value content for steel and aluminum as well as on labor wage content requirements. In May, the U.S. proposed that 70 percent of steel and aluminum purchased by parts suppliers be sourced from North America, and that 40 percent of light-duty vehicles and 45 percent of pick-up trucks to be made by workers earning at least $16. Mexico responded by proposing a 30 percent steel and aluminum regional content requirement and a 20 percent wage-content requirement.
