The final report of the Global Forum on Steel Excess Capacity, issued to G20 ministers in Berlin on Nov. 30, falls short in key areas, the Office of the U.S. Trade Representative contends, and won't pre-empt the Trump administration from taking other "lawful action" to protect the U.S. industry. Jamieson Greer, the USTR chief of staff, knocked the report issued at the Global Forum on Steel Excess Capacity ministerial for failing to call out the "recurring failure" of some countries to implement market-based reforms. He argued that the Forum's approach of "simply setting capacity reduction targets" will not remedy the steel overcapacity and called for a more comprehensive plan.
